Founder and final editorial authority. Governs releases and holds the final editorial call — subject to the three reserved powers above.
Maher is the founder, sole author of record, and final editorial authority of MetaX. Three powers are deliberately outside his reach — and their being outside his reach is the primary evidence that MetaX is an institution rather than a personality.
An ethics reviewer with genuine veto exists before the first publication, not after the first incident. Governance is architecture here, not remediation.
Each of these is a real constraint with a named process behind it, not a courtesy. §0.5 may not be amended to weaken any of them.
A designated ethics reviewer may block any publication on the grounds set out in MX-014, and there is no appeal to the Curator. The veto exists before the first publication, not after the first incident.
Revocation requires the review-panel process in MX-005 §5.9, with reasons published. A credential the Curator issued is not a credential the Curator can quietly withdraw.
Once a successor has accepted in writing, the succession instrument cannot be suspended or amended without the successor's countersignature or their documented refusal.
Authority in the universe is distributed across named roles with published limits. No single seat, including the Curator's, holds all of it.

Owns credential revocation under MX-005 §5.9, and calibrates second-reviewer decisions so that no single reviewer's judgement is final.
Named in MX-015. Once they accept in writing, the succession instrument can only change with their countersignature or documented refusal.
The Charter is amended only by a numbered release published in the Record, with reasons, a diff, and a 30-day comment window.
No amendment happens off the record. Each carries a version number, the reasons for the change, and a public diff.
Member academies at Level 3 and above may file objections during the comment window, and every objection must receive a reasoned reply.
The three refusals (§0.4) and the reserved powers (§0.5) may never be amended to weaken them. Those two sections are the floor.
