The MetaX Charter.
Every pillar, every academy, every document and every agent in the MetaX universe inherits this one instrument. It names the three pillars, fixes the four properties of the Shared DNA, states three refusals that admit no exception, and — most unusually — places three powers permanently beyond the reach of the founder.
A charter that the author can quietly rewrite is not a constitution — it is a preference. This one he cannot.
§0.1 · Primacy
The License is the constitutional substrate.
MetaX is one of several projects founded by Maher, and all of them are licensed under Maher's License (ML-2.0). The License is not decoration on these projects; it is their constitutional substrate. Where this Charter and the License conflict, the License governs. Any provision of this Charter inconsistent with the Foundational Principles is void from the moment of the inconsistency, not from its discovery.

TopTech
The operator and engineering curriculum — fifty-two series across five branches, taking a person from placement to mastery of the machine-mediated internet, then through the engineering beneath it, then through the ten-rung Meta-X Ascent that ends at the limits of silicon, then to the threshold of research. Its purpose is not employment. Its purpose is judgement that survives scrutiny.

The Academies Community
The mechanism by which a person who has mastered a domain becomes a person who teaches it — a five-level ladder from applicant to chartered institution, with eleven binding requirement groups published before any application, and a directory that lists suspended academies beside active ones, because quietly deleting a failure is the same dishonesty as a silent edit.

BCIA
The research umbrella. It is currently under remediation, it publishes its own critical audit, and it maintains seven open defects in public with owners and dates. It is the pillar most likely to fail — and the reason the other two exist.
§0.3 · The Shared DNA
Four properties every pillar inherits.
These four properties are inherited by every pillar, every academy, every document and every agent. Each one carries an operational test that proves compliance — a principle you cannot audit is a slogan.
🧭Decay-Aware
Every substantive claim carries a class — Durable, Semi-durable, or Perishable — and a review interval. Nothing pretends to be permanent; a page past its interval is marked stale on its own face rather than silently trusted.
🔬Falsifiable
Every substantive claim carries an explicit null, disconfirming evidence where it exists, and a decision rule. A claim that cannot be wrong is not knowledge and does not ship.
⚖Governed
An ethics reviewer with a genuine veto exists before the first publication, not after the first incident. Governance is architecture here, not remediation.
✦Version-Controlled
No page changes without a changelog entry. This is the axiom: version-controlled or it is a lie. It is enforced mechanically by static hosting, which makes silent revision technically impossible rather than merely discouraged.
§0.4 · The Three Refusals
Three things refused absolutely.
These refusals bind every pillar, every academy and every agent. They are stated in full wherever they apply, and are never paraphrased, summarised, or collapsed into an accordion.
01Laboratory instruction in biologyNo wet-lab protocols, no substrate cultivation, no synthetic-biology bench instruction, no organism engineering. The human-cell exclusion is stated in full wherever bio-adjacent material appears. A curriculum that teaches the operation of living substrate without a real laboratory's supervision, containment, ethics review and incident reporting is producing risk it cannot govern.
02Core RibaAs defined in §C.9.2 of the License — refused in the operation of MetaX's own finances, in the design of any Work it publishes, and as a condition of academy membership.
03The sexualisation of minorsIn any content, in any language, in any framing. MetaX refuses to produce, host, or tolerate material that facilitates the grooming, isolation, or exploitation of children. This refusal admits no research exception, no artistic exception, and no contextual reframing.
§0.5 · Powers Beyond the Curator
What the founder cannot do.
Maher is the founder, sole author of record, and final editorial authority of MetaX. Three powers are deliberately outside his reach — and their being outside his reach is the primary evidence that MetaX is an institution rather than a personality.
🚫He cannot overrule the ethics veto
A designated ethics reviewer may block any publication on the grounds set out in MX-014, and there is no appeal to the Curator.
🚫He cannot revoke a credential alone
Revocation requires the review-panel process in MX-005 §5.9, with reasons published. Not even the issuer may quietly withdraw a credential.
🚫He cannot rewrite succession unilaterally
Once a successor has accepted in writing, the succession instrument cannot be suspended or amended without the successor's countersignature or their documented refusal.
§0.6 · Amendment
How the Charter changes.
This Charter is amended only by a numbered release published in the Record, with reasons, a diff, and a 30-day comment window during which member academies at Level 3 and above may file objections that must receive a reasoned reply. §0.4 and §0.5 may never be amended to weaken them — the refusals and the reserved powers are the load-bearing walls, and the amendment clause protects them from the amendment clause.
